Septenter last, I have the honour to transmit six copies of each of

the following documents:-

1.

Report of the Commissioners appoiated to enquire

iato the circumstances attending the alleged snuggling from Hongkong iato Chisa of Opium and other goods, 1886.

2.

Memorandum by the Honourable Janes dussell on the

subject of the Excise Revenue raised in Hongkong on the pre-

paration of Opium, 1884.

3. Report by Mr. Janes Russell ou the Proceedings of the Hongkong Commission which sat in pursuance of the Chefoo Agreement og 1876 and the additional Article to that

Agreemeat of 1995.
